Since 2001, ANNA DOVER has litigated matters in a myriad of legal areas—from legal malpractice defense to plaintiff-side Investment Company Act litigation—but found her true calling representing whistleblowers in False Claims Act matters in 2011. Honored to represent whistleblowers who courageously come forward to expose fraud instead of staying silent, Anna devoted her practice exclusively to their cause and never looked back.

A quick study, Anna was promoted to co-chair Milberg LLP’s False Claims Act department within two years of specializing in qui tam work. During her tenure, Milberg’s False Claims Act practice group returned hundreds of millions of dollars to the federal and state governments in multiple settled cases. One example of these victories was a $25 million settlement of an intervened case against CareAll Management LLC and its affiliated entities case in the Middle District of Tennessee.

Anna met Julie when they presented a joint CLE program on e-discovery issues at the annual conference of Taxpayers Against Fraud Education Fund (“TAF”), a nonprofit organization dedicated to fighting fraud against the government. They developed an instant bond over a shared love of justice, whistleblowers, and musicals, and determined to work together again in the future. This hope became a reality when Anna joined Bracker & Marcus LLC as counsel. Anna is thrilled to work with the dynamic duo of Julie and Jason along with fellow big firm practice leader refugee Nathan, all of whom share her commitment to the fight against fraud.

Anna grew up in New York, but spent nearly 10 years in California after graduating from Wesleyan University in 1995, and so considers both to be “home.” She began her legal career as a paralegal at Latham & Watkins in San Francisco and attended the University of California at Davis, King Hall School of Law where she was a member of the Law Review. Her first attorney position was with Robie & Matthai, a boutique firm in Los Angeles, where she litigated defense-side legal malpractice and insurance cases. Returning home to New York in 2004, Anna joined Milberg in 2005 where she gained experience in every stage of plaintiff-side litigation from complaint to trial in a variety of areas including ’40 Act cases, securities, antitrust, consumer, bankruptcy, and derivative cases before dedicating her practice to False Claims Act litigation.

Anna was named as a “Super Lawyer” for the New York metro area from 2015-2019 by Super Lawyers Magazine and maintains the highest rating of 10.0 by Avvo. Anna is a member of TAF and also a board member of the New York Inn of Court, where she has presented at CLE seminars every year since joining in 2007.

Anna has both New York and California bar licenses and is admitted to practice before the United States District Courts for the Southern and Eastern Districts of New York, the Central and Southern Districts of California, the Western District of Michigan, the United States Court of Appeals for the Fourth and Ninth Circuits, and the United States Supreme Court. Anna is fluent in French and conversational in Greek.

Anna currently lives in New Jersey with her husband and son and maintains an office in New York City. She is passionate about the arts and is a classically trained dancer who also loves hip hop, a classical violinist who also loves bluegrass, and a singer who has performed in opera choruses, cabarets, and musicals.
